The only announcement we've had regarding virtues is that the cap will be raised, which is pretty boring. What about a whole new virtue? Almost all of the current stats are covered by the existing virtues, so I think it should be based around the new proposed statistic, finesse.

I suggest a new virtue called bravery. The statistics that it would boost are:

Finesse
ICPR (this would be in line with the ICMR on Determination, 45@rank 10)
-Item wear on defeat %

This is obviously going to be a pretty raid-relevant virtue, and finesse is the new 'raid stat', so most of the ranks of this virtue should come from instance deeds in the new instance cluster. However, there's also room for 5 or 6 ranks of it to be able to be built up through solo play. Explore deeds of the most dangerous strongholds of the enemy (instance/raid entrances) are an obvious candidate here, as well as slayer deeds related to mobs which you would have to be 'brave' to take on. Actually, I think it's a good opportunity to add a few slayer deeds for bears in some of the low level zones, which are a creature type notably absent from existing slayer deeds.

Not only would this virtue give a good reason to open up a 6th virtue slot, it would also alleviate some of the concerns of people that finesse would be a purely gear-related gate. Having it obtainable on a virtue which you can build through a combination of solo play and pre-raid instance deeds would alleviate that concern to some degree.
