Does Microsoft's Major Nelson hold a rank officially recognized by the US Military, or is it more of an honorific? The reason we ask is that the Major has just authorized America's armed forces to fire upon US civilians... um, in-game, obviously. Whew, sure dodged a bullet there! Ahem.
Anyway, until recently, Microsoft didn't allow XBL billing addresses to be located within Military States – that is, non-US territories where soldiers of the US armed forces are stationed. This has now been rectified to allow US soldiers within the US, Europe and the Pacific to open or activate an XBL account – because hey, if any group should be entitled to relieve their stress in a non-life-threatening combat simulation, it's people whose day job involves extremely life-threatening combat situations. Besides which, as Nelson mentions, the XBL community provides a way of keeping in touch with the folks back home – even if it's just to show them how badly that can kick their asses is Modern Warfare 2.
