I guess that when the developers made bree they didn't knew what to put on some places if they make so many streets, would be confusing and unnecesary, but now it's a different story.
As far as i know that big brown empty places in bree haves no importance, no events, no skirmishes and no stuff involved, just space without use, but why don't use them now that we have lot of moria/barters and npcs to put in that possible new streets? please check this image to understand me.
Red circle = Prouncing Pony Inn.
Blue circle = The new LIs barters.
Yellow = A new street/possible new house/square in the center.
Green circle = Where the new LIs barters should be.
As easy as that, please Turbine finnish the Bree Development and put the NPCs in a place where they seems to belong, not just "in the middle of a street" like they are now where everybody notices that they don't belong there and don't fit with the enviroment.
(of course that would mean to edit the skirmish or instances in bree, but we really need bree to feel like a town, it's the main place where newbies and most of the server use to spend their time)
